Job Description

The Construction Safety Officer (CSO) role is a unique position with 2 major components. Half of this role is focused on hands-on safety, mentorship, safety program implementation, and promoting a safe and healthy workplace serving RDH’s Lower Mainland projects, with participation in Occupational Health and Safety (OHS) corporately as needed. The other half is on site in a Safety Officer/First Aid Attendant capacity and covering days off for RDH’s Site Supervisors on our Construction Management projects. This position is ideal for someone who enjoys a variety of duties, while working proactively to achieve Health and Safety goals.KEY RESPONSIBILITIES:General project and site safety, including:Assist project teams with the development and implementation of project and site-specific safety plans and safe work procedures, while ensuring alignment with RDH’s corporate safety management system and relevant OHS legation.Conduct regular site audits and inspections to verify that work is being done safely and in accordance with OHS legislation and RDH requirements. Implement, assign, and verify necessary corrective and preventive actions based on findings.Provide on-site safety mentorship to staff, conduct toolbox meetings and respond to project-related safety inquiries as needed.Act as RDH’s primary point of contact with WorkSafeBC for our BC-based offices.Construction Management (CM) specific project and site safety, including:Review the Construction Project Management (CPM) group’s existing site-specific safety program (including a manual, and associated documentation and templates), to make necessary changes.Continual improvement of the CPM group’s site-specific safety program, including the amendment, creation, and archiving of templates as necessary.Ensure on-site safety records for the CPM group are complete, up-to-date and properly maintained.Cover days off for RDH’s Site Superintendents, including first aid coverage.Identify all site-based requirements from trades such as silica plans, hazmat plans, fall protection plans etc.Create a system for ensuring they are in placeWeekly site reviews working and supporting superintendentRespond to incidents and accidentsSafety training and orientations, including:Deliver safety orientations to RDH staff.Deliver hands-on and classroom safety training to RDH staff, including fall protection training and respirator fit tests.Oversee the assignment and renewal of employee OHS training through the support of Group Leaders and staff.Develop or participate in the development of OHS training for deployment to RDH employees, as needed.Regional OHS program implementation and compliance:Participate on RDH’s Vancouver Joint OHS and Corporate Safety Committees.Participation on these committees comes with accepting action items to further the agendas of the respective committees and RDH safety in general.This may include participation of subcommittees on bigger initiatives (e.g. significant changes to existing programs or the implementation of new ones), or working with others across the company as a subject-matter expert on a particular topic.Act as a First Aid Attendant for the office when present.Lead incident investigations in Vancouver, and assist with incident investigations corporately, as needed. This includes the implementation, assignment, and verification of necessary corrective and preventive actions born of those investigations.Work closely with HR to respond to WorkSafeBC orders, claims, inspections, and to submit incident reports and investigations according to WorkSafeBC requirements.Remain apprised with WorkSafeBC and OH&S legislation, industry standards, and best practices.Develop/assist with the development of Vancouver-specific safe work practices and job procedures.Other duties as assigned.QUALIFICATIONS:5 years experience as a First Aid Attendant and Construction Safety Officer or equivalent.10 years of construction industry experience preferred, preferably with experience on larger-scale projects with multiple sub-trades.Current OFA Level 2 certification or equivalent recognized training.Current NCSO (National Construction Safety Officer) designation or equivalent recognized certification.Knowledge of BC OHS legislation, relevant codes, standards, and construction industry best practices, with emphasis on working at heights and fall protection, confined space safety, and hazardous materials exposure control.Experience with and ability to deliver and oversee training.Experience conducting safety observations, inspections, audits, incident investigations, and implementing corrective and preventive action plans.SKILLS AND COMPETENCIES:The ability to recognize and control hazards.Practical, pro-active, solution-focused, and helpful with good verbal and written communications skills.Able to perform well in critical high stress situations, and to work effectively with minimal direction.Ability to multi-task, supervise, mentor and give directions to additional workers when required.Available to work flexible hours in a construction site environment, and to meet stringent deadlines.Proficient in Microsoft Office 365 applications including Word, Excel, and Outlook.Offers of employment for safety-sensitive positions involving fieldwork are contingent upon candidates being able to perform key physical tasks of the job as described in the job posting and interview.
