Job Description

The School of Arts and Sciences is seeking a a full-time Science Laboratory Manager and Biosafety Officer.The Science Laboratory Manager is responsible for providing leadership, management, and supervision of the Science Laboratory operations and serves as the Biosafety Officer for Red Deer College. This position ensures that laboratory operations work safely, effectively and efficiently to deliver excellent service to staff, students, faculty, as well as internal and external partners. The Science Laboratory Manager manages and coordinates the activities pertaining to the Biology, Chemistry, Engineering, Engineering Technologies, Medical Lab Assistant and Physics labs. The incumbent acts as a liaison between the Science Laboratory services and the service areas across the College, Schools offering credit programs, and with external stakeholders, to carry out the School of Arts and Science’s strategic priorities.In addition, the incumbent will provide direction on compliance of Federal and Provincial regulations and policies and participate in risk assessments, investigations and management activities that pertain to Science Laboratory activities. The incumbent is responsible for ensuring that all users (internal and external) follow safety regulations and are trained appropriately before undertaking activities within the Science Laboratories. The incumbent initiates and maintains all licenses required for science lab operations. They also maintain the records for licenses held for Science Laboratory operations.The incumbent is responsible for the recruitment, hiring, and performance management of the laboratory and science workshop team in the School and other staff as assigned by the Associate Dean.The School of Arts and Sciences houses three departments: Humanities and Social Sciences, Sciences and Engineering, and Social Work. The School delivers a range of certificate, diploma, university transfer, and collaborative degree programs listed below, as well as service courses to students in most other RDC programs.Bachelor of ArtsBachelor of ScienceBachelor of Science in EngineeringJustice StudiesMedia Studies & Professional CommunicationOpen StudiesSocial WorkFor more information contact:Dr. Robbie HalonenPhone: (403) 342-3385Email: robbie.halonen@rdc.ab.caJob DutiesThe successful candidate will fulfill the following responsibilities:Biosafety OperationsEstablish and maintain the plan for Administrative Oversight, Biosafety Policy, Biosafety Code of Practice and Biosecurity Plan for all laboratories using Risk Level 2 regulated organisms in accordance with the Public Health Agency of Canada (PHAC) regulations.Establish and update the Standard Operating Procedures for each of the laboratory areas (Biology, Chemistry, Physics, and Engineering). Standard Operating Procedures include all safety and maintenance procedures.Act as the Biosafety Officer as written in the Biosafety Policy and Terms of Reference including maintenance of all required licenses, serving as the point of contact with PHAC, and ensuring all reportable incidents are investigated and reported to PHAC.Establish, maintain, and deliver a lab safety training program to all users (faculty, staff, contractors, students, cleaning staff, and maintenance staff) of each area.Review federal and provincial government legislation to keep current with applicable safety regulations.Ensure all lab safety equipment is properly maintained and that maintenance is documented.Personnel ManagementOrganizes and coordinates the workload of the Science Laboratory Technologists and Science Workshop staff including managing vacation, overtime, and flexible work agreements.Develops and reviews the Science Laboratory structure and process to ensure the effective and efficient distribution and delegation of work.Facilitates effective recruitment, retention, performance management, and where necessary, discipline and dismissal (in consultation with Associate Dean and Human Resources) of staff under direct supervision in compliance with Human Resources policies and procedures, the Freedom of Information and Protection of Privacy Act (FOIP), and collective agreements.Provides leadership by disseminating information, providing feedback, advising, coaching and completing performance evaluations for all staff under direct supervision. This includes assisting staff to set goals and coaching them to develop and improve performance.Budget & Inventory ManagementEnsures the completion of annual hardware and consumable inventories in the Science Laboratories.Determines the inventory needs for the Science Laboratories.Orders all Science Laboratory supplies.Applies for and maintains special permits for controlled substances.Ensures the safe storage and tracking of all hazardous biological and chemical materials including controlled chemicals and biologics.Prepares an annual operating and capital budget for the Science Laboratories and Science Workshops.Monitors and expends the annual operating and capital budget allocations.In consultation with Operations Manager, School of Arts and Sciences provide updates on budget forecasts to the Finance Department as requested.Prepares quotation requests and requests for proposals for supplies and equipment.Science Promotion Program and SchedulesSeeks out grant sources to fund school and group workshops.Writes and submits grant proposals.Submits all reports required by the funding agencies.Ensures that the terms of the grant are met.Ensures the collection and disposal of all waste materials according to regulations.Ensures that all laboratory equipment is serviced and maintained either by College maintenance contractors or by specialized technicians. This includes both fixed and mobile equipment.Establishes and maintains service contracts for specialized equipment.In consultation with the department chairs (Science, AU, MLA and Engineering Technologies) and Registrar’s Office, develops and maintains a lab schedule that meets the needs of the students, faculty and applicable safety regulations.Science Lab CoordinationActs as the member of the Emergency Response Team for the Science Laboratory areas.Establishes and ensures the maintenance of the Safety Data Sheets inventory for all of the Science Laboratory areasEnsures all external contractors working in the science labs have adequate insurance and WCB coverage.Consults with and advises the department Chairs (Science, MLA, AU, EET and AMET) and Associate Deans regarding issues involving the science laboratories.Assists the Science Department Chair with the hosting of departmental activities such as Student Science Conference and Open House.Contributes to Department and School Strategic Plans on behalf of the Science LaboratoryProvides technical support to maintain the college on-line SDS program.Works with the Department of Health, Safety and Wellness to provide an appropriate Safety and Biosafety Programs.Required QualificationsA four-year Bachelor of Science degree in Microbiology, Genetics, or a related discipline.Transportation of Dangerous Goods (TDG) certification, Workplace Hazardous Materials Information Systems (WHMIS) certification, First Aid certification.Biosafety Officer designation.A minimum of 5 years of relevant experience working in Biological Science or Chemistry lab.Leadership experience including managing budgets and direct supervision of staff (recruitment and selection, and performance coaching).Experience working as a Biosafety Officer.Excellent oral and written communication skills with the ability to present information clearly and concisely.Excellent interpersonal, relationship building and conflict resolution skills.Ability to work autonomously, adapt to multiple competing priorities and work with multiple stakeholders to deliver results on time.Superior organization and time-management skills.Strong analytical skills, ability to think outside the box, and apply creative solutions to issues presented.Ability to work in a dynamic, ever-changing, fast-paced environment with multiple demands, competing priorities and numerous deadlines.Ability to exercise good judgement and discretion, and maintain confidentiality.Preferred Qualifications Salary or Hourly Salary Salary $75,052 Annually Benefits and Compensation InformationRed Deer College offers a comprehensive benefits package including extended health and dental care through Blue Cross, access to a health spending account, pension plan, generous vacation allotments, credit tuition waivers and opportunities for professional development funding.
